Her return signals continuity in the direction of UK housing policy, especially around planning reform, leasehold changes, and stronger regulation of the private rented sector. For homeowners in Balham and Clapham, this means the government will continue pushing for clearer planning rules, faster development approvals, and more support for first‑time buyers, all of which help stabilise local property values and encourage long‑term investment in the area.
What do the new announcements mean for landlords?
For landlords, Rayner’s reinstatement means the Renters’ Rights Act will continue to be enforced robustly, with a focus on compliance, safety standards, and "fair treatment" of tenants. Balham and Clapham already have some of the strongest rental demand in South London, but landlords should expect ongoing scrutiny from local authorities and potentially tighter regulations in the months ahead. While this isn’t actionable today, from October 2026 a six-month cut on the electricity VAT (5%) is expected to take effect.

Overall, this week’s announcements point toward a more regulated, tenant‑focused market, but one that still supports responsible landlords and protects the long‑term value of homes in Balham and Clapham.
