In today's topic we'll be discussing Lambeth Council's phase 2 implementation of selective HMO licensing across the borough excluding: Vauxhall, Waterloo and South Bank.

Lambeth Council is expanding its Selective Licensing Scheme on 1 September 2025, meaning most private landlords in the borough will now be required to obtain a licence. Phase 2 of the expansion includes 19 new wards, covering areas like Brixton Acre Lane, Clapham Common, Streatham Wells, and Kennington. Only properties in Waterloo & South Bank and Vauxhall are exempt. If you let property anywhere else in Lambeth, this change will likely affect you. To stay compliant and avoid heavy penalties — which can reach up to £30,000, or lead to rent repayment orders and prosecution — landlords must apply via the council’s licensing portal. Applications require essential documents such as gas and electric safety certificates, EPC ratings, tenancy agreements, and property title deeds. The standard cost per licence is £923, broken down into administration and enforcement fees.

Discounts are available to eligible landlords, potentially reducing your fee. For instance, members of approved landlord associations (like NRLA, LLAS, or ARLA) can receive £75 off, while properties with strong energy performance (EPC rating of C or better) qualify for a £50 discount. If you manage multiple units in the same block, you could receive £100 off per additional flat. Making use of these discounts could significantly cut costs just make sure you apply before enforcement begins.
